Realize, of course, that SAT scores are just one part of the application. The most important piece of your application will be a strong academic record. The admissions folks will want to see that you've taken challenging college preparatory classes. Advanced Placement, IB, and dual enrollment classes can all play an important role in demonstrating your college readiness. Colleges also like to see grades that trend upwards rather than downwards over time.

The more selective colleges and universities in the table have holistic admissions, so non-numerical measures will also play a significant roll in the admissions process. A winning appliction essay, meaningful extracurricular activities and good letters of recommendation can all help strengthen your application and make up for less than ideal standardized test scores. 

The University of Virginia and the College of William of Mary are two of the most selective public institutions in the entire country, so can be wise to consider them as reach schools even if your SAT scores and grades are on target for admission. Plenty of applicants who have the numerical measures to get in receive rejection letters.

Finally, keep in mind that there are strategies you can employ if you have low SAT scores. One is to apply to test-optional schools such as Radford University and Christopher Newport University. You will still need strong grades to be admitted, but the SAT doesn't need to play a role in the admissions process.
