Hurricane Update: Stanford University Extends Early Action Deadline

Hurricane Sandy will get nowhere near Stanford's California campus, but the prestigious West Coast university recognizes the hardships faced by East Coast applicants. As a result, Stanford has extended the deadline for early action applications. Students now have until November 5th to submit applications. Here's the announcement from the university's undergraduate admission website:

Due to the potential impact of hurricane Sandy, the Stanford Undergraduate Admission deadline for Restrictive Early Action has been extended to 11:59PM (Pacific Time) on Monday, November 5, 2012 for students and high school personnel affected by the storm.
If you're in the path of Sandy and you're facing a November 1st early application deadline, be sure to check with the college or university to see if the date has been moved. Many schools are extending deadlines because of the hurricane.

Is the deadline extended to ALL applicants or only students affected by the storm?

Stanford’s message suggests that the extension is just for students who are affected by the storm. But I’m not sure how they can know who has been affected by the storm and who hasn’t. That said, if you don’t have extenuating circumstances, I’d recommend shooting for the original deadline.
